The European Union (EU) has established categories of allowable emissions in Nonroad Mobile diesel engines called Stages I, II, IIIA, IIIB and IV. Each increasing Stage specifies lesser amounts of four specific pollutants that are permitted based on the number of grams per kilowatt–hour of the compounds present in diesel exhaust.
These regulations primarily affect portable diesel generator sets (18 kWm to 560 kWm) and other mobile Nonroad and industrial engines. At the present time, the EU does not regulate emissions from stationary diesel generator sets such as those used for prime, peak shaving, load shedding or emergency standby power although there may be national or local regulations. Also constant speed mobile engines are only regulated to stage IIIA currently. Therefore, all Nonroad Mobile equipment with constant speed engines, such as rental generator sets, are required to meet Stage II requirements effective 1 January 2007 and stage IIIA from 1 January 2011 or 2012 (depending on power).
E. U. Nonroad generators
Cummins Power Generation was the first generator manufacturer to introduce European Union (EU) Stage III– and Stage II–compliant diesel engines to Europe.
Portable Nonroad gensets (i.e. rental) are required to meet Stage II beginning January 2007. The EU does not regulate stationary or prime standby installations.
For EU, constant–speed engines (i.e. generator set engines) are first regulated and required to meet Stage II standards beginning 1 January 2007. Stage IIIA phased–in for constant–speed beginning in 2011.

Notes:
- NOx/HC/CO/PM (g/kW-hr)
- (NOx + HC)/CO/PM(g/kW-hr)
- Separate NOX and HC standards separated by a "/". Combined NOX and HC standards denoted in parenthesis "()"
- [Conversion: (g/kW-hr)x0.7457 = g/bhp-hr]
- All standards are based upon ISO 8178 C1 8–mode test for variable–speed engines and D2 5–mode test for constant–speed engines. Transient test required beginning in 2011 for Tier 4 and Stage IIIB.
- Europe has no smoke requirements, however some OEM's require R24.03 certification.
